Adds a GitHub Actions workflow that builds and releases unitctl binaries
when a tag prefixed with `unitctl/` is pushed.

Binaries are built on pull-requests that change any files within
`tools/unitctl`, on `master` branch pushes and when `unitctl/` prefixed
tags are pushed.
